This workshop addresses the conceptual and empirical bases for the cognitive discrepancy, low achievement, and instructional response frameworks for learning disability (LD) identification. A hybrid model blending low achievement and instructional response methods is proposed with implications for conducting a comprehensive evaluation per the Individuals with Disabilities Education Act 2004.
